From 1 June 2026, new regulations under the Land Transport Authority (LTA) will apply to Personal Mobility Aids (PMAs) island-wide, including mobility scooters. If you use a PMA to go to the hospital, polyclinic or market, these changes could affect you. This guide explains the PMA regulations so that you can plan with confidence.
What Is Changing on 1 June 2026
- Speed limit on public paths: 6 km/hour
- Users under 70 years old must get a Certificate of Medical Need
- Strict size and weight limits now apply to PMAs
- Longer journeys may take much more time
If you rely on your PMA for hospital visits, it is important to review your plans before Sunday, 1 June 2026. New Speed Limit: 6 km/hour
From 1 June 2026, PMA users cannot travel faster than 6 km/h on public paths. You must keep your speed to 6 km/h when using footpaths and shared paths. But you do not need to replace your PMA if it can go faster.
This means:
- Journeys will take longer
- You may feel more tired before reaching your destination
- You may spend more time in the heat or rain
- A trip that used to take 30 minutes may now take close to an hour.
If you regularly travel long distances to the hospital, it is wise to reassess your routine now.
Do I Need a Certificate of Medical Need?
If you are under 70 years old and use a PMA on public paths, you must complete an Assessment for Mobility Scooter (AMS). After the assessment, you must obtain a Certificate of Medical Need.
Important points:
- Users under 70 must complete the AMS at an approved clinic
- Seniors aged 70 and above are exempt
- Some individuals under specific Ministry of Health (MOH) schemes may also be exempt
- Using a PMA without certification may lead to enforcement action
As June 2026 approaches, clinics will become busier. It is safer to arrange your AMS early rather than wait until the last minute.
Is My PMA Too Large?
The 2026 LTA rules also set limits on the size and weight of PMA.
Your device must be within:
- Width: up to 70 cm
- Length: up to 120 cm
- Height: up to 150 cm
- Maximum weight: 300 kg, including the user
If your PMA is larger/heavier than these limits, you may face restrictions on public transport. If you are unsure about your device size, check with your supplier.
